Andrew’s practice focuses primarily on Supreme Court and appellate matters and critical motions work.  Andrew has experience authoring Supreme Court briefs at all stages of review.  He has worked on numerous Supreme Court merits cases, including such high-profile cases as Kennedy v. Bremerton School District, Rucho v. Common Cause, and Little Sisters of the Poor Saints Peter and Paul Home v. Pennsylvania.  Andrew also maintains a robust practice before the lower courts.  He has drafted briefs before federal and state appellate courts, federal and state trial courts, and federal bankruptcy courts, and he has presented oral argument on multiple occasions.  Andrew also maintains an active pro bono practice.

A native of Los Angeles, Andrew served as a law clerk to Judge Paul V. Niemeyer of the U.S. Court of Appeals for the Fourth Circuit.  He attended Stanford University and Stanford Law School.  Before law school, Andrew served as an analyst with the Central Intelligence Agency, where he provided strategic analysis to the President and other senior policymakers.  Before joining Clement & Murphy, Andrew practiced at Bancroft PLLC and Kirkland & Ellis LLP.
